Job Title: Monitoring, Evaluation, Research, and Learning (MERL) Officer

Principal Accountability
Under the direction of the MERL Manager and direct supervision of the Senior Research & Learning Officer, the MERL Officer will support the M&E Manager in all data collection, analysis, and learning activities to ensure accountability and efficiency for all programs and projects, both new and established.
The title holder will also provide technical field support to the MERL unit and CAMFED Ghana’s network of MERL field volunteers. The MERL Officer will support the implementation of activities with Program teams to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the MERL Manager.

CAMFED (the Campaign for Female Education) is internationally recognized as a leader in girls’ education, for its child protection policy and practice, and as a voice for girls’ education and women’s empowerment at the highest levels. Founded in 1993, CAMFED supports girls throughout their primary and secondary school years and supports women to transition to productive and fulfilling livelihoods and onto leadership, as role models, activists, and philanthropists. CAMFED operates in Ghana, Tanzania, Zambia, Zimbabwe, and Malawi. CAMFED began working in Malawi in 2009, and is currently operating in all the districts, working closely with the Ministry of Education.
Specific Accountabilities
Program Management, Compliance and Support - 30%
● Support all MERL initiatives for assigned donor(s)/program(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives.
● Ensure donor compliance and address compliance issues to conform to quality standards.
● Support the MERL Manager in the planning and implementation of the team’s work plan to achieve desirable outputs and deliverables to match the target deliverables.
● Support the M&E Manager in donor reporting (Logframe/Impact Updates).
● Provide professional oversight of data gathering and analysis for CAMFED Ghana and ensure quality consolidation of program data on a regular basis.
● Support in the preparation of budgets and Payment Requisition (PRFs) whilst adhering to CAMFED finance protocols.
● Comply with organizational policies, procedures, regulations, and values.
System Development - 30%
● Support MERL Manager and Senior R&L Officer in creating a framework and procedures for the monitoring and evaluation of program activities.
● Support the MERL Manager in monitoring the Key Performance Indicators (KPIs) timely and effectively.
● Assist the MERL Manager in proposing strategies to increase data demand and utilization amongst Program staff.
● Assist Program staff and the MERL Manager in clarifying project information needs.
● Support program staff to properly document, organize and capture data on the progress of program implementation and monitoring.
● Liaise with and provide technical support and guidance to CAMFED Ghana’s network of MERL field volunteers.
● Support with the drafting of data collection tools and procedures including their periodic revision (eg. logical framework, project performance tracking, KPIs, data flow chart, M&E manuals)
● Contribute to research design and methodology for project-related research.
Data Management and Analysis – 30%
● Keep abreast of developments in donor/program changes and progress to recommend tools and strategies to increase program performances and results.
● Provide technical support and guidance on database management to team(s).
● Suggest ways to facilitate data collection and the flow of data within Program teams and stakeholders.
● Identify strengths and weaknesses in existing data collection and management systems and suggest solutions.
● Perform field visits to ensure that good quality data is collected by Programs and M&E Resource Persons, and to verify the accuracy of reported data.
● Undertake monitoring and evaluation including tracking progress of programs and activities as well as assessing and evaluating impact and learning.
● Support the M&E Manager to ensure that donor and stakeholder data queries are addressed in an accurate and timely manner.
● Support and participate in program and project evaluations.
Communication and Reporting – 10%
● Support the MERL Manager and Program Manager(s) in reviewing donor reports to ensure high quality reports are submitted on time.
● Assist in establishing log frames, MERL work plans, and targets during the drafting of donor project proposals, and throughout project implementation.
● Review and analyze monthly or quarterly reports with the MERL Manager to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.

Person specification
● Minimum qualification – A bachelor’s degree required in Statistics, Mathematics, Public Policy, Data Science and Economics or a related field, and specialized training/certification in monitoring & evaluation.
● At least three years progressive and demonstrable working experience in monitoring & evaluation.
● Good knowledge of the education and development sectors.
● Appreciable experience in designing and implementing good monitoring and evaluation plans, impact evaluation design, and working with external stakeholders including young women.
● Preference for good understanding of impact evaluation methodology and research methodology.
Essential
● Excellent written and oral communication skills.
● Excellent computer skills in Microsoft suites including MS Excel, MS Word, MS PowerPoint, MS Project and web-based survey tools.
